Fluorescent or black light paint seems to vibrate or glow because of the way UV light is reflected off it. Under normal light the colours are brilliant, but when seen under a black light, they emit an extra brightness. However, in the dark, they don't glow at all. Phosphorescent paint, also known as glow in the dark paint, absorbs UV light from the surroundings, then emits a greenish glow in the dark, for a short time, until the stored energy is depleted. They're two different things.
