Does common sense dictate you move your family immediately if hamas builds a missile silo next to your home?
It is always scary to stay next to missiles. We civilians are not trained to deal with them.

Only if I was able to move to somewhere else, but these people don't actually have that much opportunity to pick and choose real estate as they're fenced into a ghetto where their movements are a little restricted by Hamas fanatics on the inside, and a repressive Israeli military on the outside.
Israel spent a week calling cell phones and text messaging Palestinians to get away from the Hamas compounds. This was a very humane thing to do.
