Does electrical wiring have a minimum length?

I am installing an electrical socket on the backside of a wall that already has an electrical socket. Does the electric wiring have a minimum length that I can cut it to or can I go as short as 3 feet?

Nope - it can be 3 inches.

In some cases the shorter the better so I would not worry about the length go ahead and make it 3 feet.
No minimum. I just got done removing a bunch of electrical outlets that had been installed atop cubicle walls in back-to-back siamesed electrical boxes. There were wires coming off one outlet, through the back of the box, into another outlet. Total distance traveled, about three inches (through about 12 inches of wire). It passed inspection then, it would pass inspection now.
