Nothing solid is a perfect absorber or perfectly transparent, so yes anything solid reflects light. The reason you can see your hand, or a dark colored thing, or an uneven surface, is that it reflects light toward your eyes. You could theoretically see a dark colored thing by contrast, by noticing an area that's darker than the surroundings, without it having to reflect any light. But in practice even dark colored things reflect some light.
