does line driver needed for linear encoders: HELP?

I am currently designing an integration on hoist with inverters and I need encoders to detect the position.I am using a Linear encoder with 5V output, and the input terminals to the inverter can support 5-24VDC. Should I need to use the line driver to boost the signal from the encoder? Personally, I don't think it is necessary but my boss asked me to include it. I am confused now

You say that your inverter can support 5 to 24, and you have a linear encoder with 5V output. Though it is just about adequate, it is much better if you have a signal of higher value such as even 7 or 8, as in that case you will be much above the minimum. This is something like standing too close to a swimming pool, and one step will take you into the pool. better you stand away, unless of course you want a dip. Then the question of failures. What is the cost of failure of hoist? Is it fine if the detection is not right at times? These are reasons for keeping the signal well into the gap of 5 to 24, and not operate at edge, of 5V.
