Overall, scafolding is almost always frame because it can be built up in sections and removed for access if needed. The diagonals are bracing, not trusses. Having said that, some scaffolding uses truss pieces (triangular braced parallel rails) to span between posts for increased strength.
Trusses are the diagonal supports in a structure. Frames is just straight vertical supports. Scaffolding applies both. You have frames on the corners and ends and trusses that are the diagonals that cross to add support.
Frame! Right Angles make the structure stronger (Try saying that after a few cocktails-LOL)
