Electrical wire sheathing should NOT project more than about 1 inch into the--plumbing line-floor joist-ground or -electric panel
You need to clarify your ? so someone knows what your talking about. Anyway inside any elec. panel or box, the sheathing should be cut off flush right at the inside of the clamping device, 99% of codes Ive seen wont even allow 1/4 past. 1 is way too much.

I have a countertop gas range.on the underside of the range is an electric plug, that when plugged in provides the power to the pilot on the range. Question! is it safe to place an electrical outlet under the counter in order to plug in the power for the pilot, since there are gas connections near the proposed outlet? what does the code say?
