I wouldn't immediately assume it was the neighbors, unless you had a really good reason. It's possible there was an animal or pet walking on/bumping in to it, this happens to me frequently. Also, unless there's something incredibly valuable in your vehicle, if he was trying to get something out of it, he would have given up after the first close call.
I think by now, it is your neighbor messing with you because you had another alarm installed and they probably find it amusing. Unless you live in a high crime area, leave the alarm off. If its a very big deal to you, hide in your car and catch the bad guys red handed.
Dolomite is essentially (Ca,Mg)CO3 which is less soluble in rainwater than limestone. However, small amounts of calcium ions, magnesium ions carbonate ions would be liberated into the puddle. The calcium ions the magnesium ions would have a greater basicity than the carbonate ions have acidity. I suggest therefore that since chemical equilibrium has been established the normal pH of water is 7.0, the pH of the puddle would be slightly more basic than acidic - i.e. 7.5 to 8.0
