where this lady got struck by lightening twice! like one week she got struck and then went to the hospital. and she had sum kind of damage, i couldnt really see the tv, i was just listening to it. then she went home and then the next week, got struck by lightening again! i was like dang. did yall see that?

The quickest way to check is there is a short in the steering column wire harness would be to jump an external wire from ignition switch thru the firewall to the starter relay. Then try to start the car with the wheel in the normal position. If the car starts, you definitely have a short in the steering column harness. I would not try to identify the short source but would go to an after market retailer and purchase a new steering column wire harness. Most have plugs at both ends and can be changed out by removal of the steering wheel, disconnecting the harness at the wheel end, plug and tape the new harness to the disconnected existing harness, then from the engine compartment, use the existing wire harness to pull the new harness thru the steering column and firewall to the plug point in the engine compartment. Remove the tape, unplug the new harness from the old, unplug and remove the old harness, plug the newly pulled harness in at the engine compartment and steering wheel point reinstall the steering wheel and you should be good to go.
