Get hold of a construction-site mortar-mixer, and put a load of gravel and the wheels in, and some waterLet them spin for at least two hours, and then you can jet-wash tehm clean, re-paint and laquer themI have done this many times with great results Or pay a lot for each wheel to be shot-blasted or sand-blasted Key to success is that the wheels are BONE-DRY when you paint themYou can get chrome-like paint if you like, I have used silver and gunmetal to great effectAnd let the paint cure, it is best to put the wheels into a car you won't be moving for a week, so the hot sun bakes the paint onGood luck!
