A cable is usually thicker than a cord. When I hear power cable, I tend to think of industrial machinery.
There is some overlap, but, as Eric says, a cable is usually thicker than a cord. There is an interesting saying in German that contrasts the two ideas. Lange Leitung ... kurzer Draht. English isn't so specific.
