Answer:

she need to go to the vet asap the cement is eating her skin and if you pull it could tear her skin the vet can help and put her under antesia so she is not in pain
you should def. consider a vet visit. sometimes you can even find a vet that will do a free 1st examination and then find out how much it will cost you for them to get this cement off. but you should def. go soon before the cats skin is damaged even more.
You'd probably do best to get some help from a vet. She might have skin irritation she'll need treatment for and her little body is very fragile. If you found her, she needs a check anyway. There's no telling what's happened to her. It's just always a good idea to get a new kitten checked out - especially if she's covered in cement. Poor thing.
Oh poor little kitten. I doubt there is any home remedy that you can use to take off cement. The most important thing for you to do now is to keep her confine in a small area or place her in a carrier. She must be very frightened and who knows what happened to her. Call your vet and any vet in the area and explained what happened. They might have to shaved her totally. Just make sure she get some help because her skin is not breathing and it will only get worse. Please update and let us know how it goes. Sending lots of vibes for this kitten.
I'd first try to moisten it, to see if it crumbles away, which may only happen if the cat just got the cement on it it hasn't dried out completely. If very dry not coming out, you need to very carefully clip it from her fur, or take the cat to a vet or groomer let them do it. You must be very careful, because if you cut a cat's skin, the cut will open up larger won't heal on its own, the cut must be stitched. The cat will be in pain then could be more fearful of you. (and it has already been through an ordeal). It may not be fast, it may not be easy, you just need to be very careful. If you trim, work your finger into the fur next to the skin, cut on the other side of your finger if that is possible. Just be VERY careful. And it is very nice of you your aunt to try to help this poor baby. It is nice to know compassionate people are out there.
