Your photos are coming out blurry because you are moving your camera. You MUST use a tripod under such circumstances, and possibly an external shutter release cable, as well. If your background is in focus but your subject is blurry, then you have a case of motion blur. The only thing you can do to fix that is either use a faster shutter speed or introduce more light.
