How do I attach these two metal parts?

I have a rectangular cross-section block 0.5m by 0.06m andof length 0.3m made of aluminiumI want to attach a round circular plate of metal of thickness 0.02m to one end of the block so that it passes thru the block and sits there.So I figure I need a cut-out from the plate with the shape of the rectangleBut I dont know how to attach themI dont want to weld
