First off, take it to a muffler shop, they won't charge anything to check it out. Sounds like your muffler hanger came off. That's a quick and easy fix. A catalytic converter can break up inside over time, but you would hear it all the time, a constant rattle.
Call Animal Control and report it as an aggressive dog.
any reputable shop will give you an estimate for free. I would guess you may need a new muffler and cat but it's hard to tell without seeing
