Well the smoke alarm should have a red button. you press and hold it for a bit and it should sound if it dont then its broken or u need new battery.

There should be a button somewhere on the alarm. Push and hold it for a sec, if it goes off then it is still working. Normally if a battery is dying in a fire alarm, they will start beeping, a very loud and annoying beep. Our alarms are hardwired, so they beep even if the battery is dead or not in there until we put a new one in. As for the downed electrical wire, I would call and electrician in for that. That could be very dangerous.
