Do you mean a soft plastic pipe that is usually used for watering? If so, you can use clamps, stainless steel, and can be locked with a screwdriver
Heat the plastic with boiling water and make it swell. Then cover it and fix it firmly on the handle after cooling. Note that it doesn't fit at room temperature.
Melt the plastic first, then put the screwdriver in and cool it before you can use it
