Another method is to use Steel pipe, fill it with sand or concrete and cap the ends. You can also use heavy gauge plastic pipe filled with sand but it has to be packed full and wet and tamped, and the ends capped and glued. As the other answerer advises, use re-bar to spike it down, being sure that the re bar is U-shaped over the top (or you will flatten tires if it pokes through and you will end up replacing tires for sure) and then cover it with layers of dirt. The beauty of this is that you can place one across the road, then another about 4 to 6 inches away and even a third if needed. The jounce and bounce will make people really slow down. You MUST place signs facing both ways before the bumps that warn of the speed bumps though. Failure to warn will bring severe consequences.
