I agree with Mike for the most part, HOWEVER, you do realize that if you use a DC to DC converter, by OHMs law, when you double the voltage, you half the current. And it is generally the cold cranking amps (current) that is responsible for starting your vehicle
You can either use a fuel cell that produces 24 volt or use a DC to DC converter
Buy ones rated for 24 volts? I think you mean PEM not PEN though.
