A neutral atom of Aluminium has 13 electrons to balance the charges on the 13 protons in the nucleusWhen Aluminium forms compounds it does so as an Aluminium ion (Al 3+) in which it has only 10 electrons as 3 have been lost (leaving 3 excess + charges) to give the ion the stable electronic structure 2:8 like Neon.
