How much Dolomite to use when supporting a 23,000 pound vehicle?

We are battling the city over some things to open our new business. One thing is creating an access road for emergency vehicles. we have about 300+ feet of path to create, so we thought dolomite would be cheapest. How much would we need (Depth) to support a 23,000 pound Emergency vehicle? Or any other suggestions for materials?

How many wheels does the vehicle have? The weight is spread over all of them. If the city inspector gives you a line of crap, ask him how deep the ballast under a railway has to be, and how heavy he thinks a locomotive is.
