want to build or find a (inexpensive) container that can be pumped with a vacuum pump down to a high vacuum without breakingneeds an inlet AND outlet for tubing, and to be made out of a thermally conductive materialplease help! what should i modify to make this???

What about a pressure cooker ? A used one should be pretty cheap, they are thick to resist pressure and made of stainless steel so a good heat conductorYou could fit one connector where the weights go, and (maybe ) the other where the relief valve is, usually a small hole with a rubber bung inDon't know what you mean by condense ice , pumping out air will reduce the temperature won't it ?
I use a roasting pan but do not use the lid, instead I use tin foil to cover and cook on low, If your loin has one side with fat on it face down to start 15 mins then fat side up for the remainder of the time, but dont cook on high.
