Is there a way to put one pipe into the other? The concrete one is 1/2 inch?
It's impossible to visualize what you're describing. How about some pictures. ADDED: Bond you just do NOT glue copper.
I suppose a tapered connector could be inserted into the flush with concrete pipe With some sealant or glue and would be a good seal. It depends what you plan to use is for, and how much pressure it must hold.
the best way is to bust a hole around the flush piece of copper and get it exposed. then refill the hole with some concrete patch. use a 3 lb sledge.
