How to fill up boiler to fix water pressure?

The hot water and the heating have gone off and won't come back on in my flat. The gauge shows that the water pressure is almost on zero. When I switch on the tap on cold it works (pressure normal) but when I turn to hot, it's weak and there's no warm or hot water, it just stays cold. I've called a plumber and he said all I need to do is fill up the water or something (foreign country and I'm not great at the language). Anyway he seemed to think I'd be wasting my money if he came out because all I have to do is fill the water up. There are a few tap-like things underneath the boiler and they have colored plastic switches on the (from left to right: red, yellow, black, blue). I've tried turning each but nothing happens. The boiler is a Baxi Luna 3 Blue. PLEASE HELP..it's 9 degrees C in my flat and it's winter!!

It indicates a filling tap on the boiler. I think that is an additional fill valve which must be open, although if the fill line is piped into the Return Line as shown in the first link, the valve will be open already to allow circulation. The manufacturer seems to have two slightly different diagrams for this model.
Near your boiler is there another tank probably above somewhere? Sounds like you need to to drain the expansion tank. Shut off the valve going into tank, hook hose to drain valve and open valve. Might take half hour to drain.
Underneath the Boiler you have a flexible pipe. this is the fill pipe. You need to turn the valve on this pipe to refill the boiler. You only fill the boiler until the pressure gauge shows 1.5 bar. Sometimes, the flexible pipe will have 2 valves on it, then Both valves have to be opened to allow the boiler to fill. Once you have done this, then fire up the boiler. Turn the Valve/s off as soon as the gauge is at 1.5 bar
