gp32x (or gp2x) is probably your best bet. its open source, it can run linux, it can run a full versions of web browsers, there are games, it supports media platforms, it can run video, it cannot run skype, but it can run SIP which is open source.they are around $145 shipped. Its definetly not as smooth looking as the mylo or psp, but its pretty much the best thing you can get in that price range. if you up that to $500, you open a whole new set of doors.
