Next you take about half a pint of elmers glue and about a handful of table salt and mix it all together real well with about 1 gallon of water. Drain the water and use the sludge at the bottom as cement. It will take a while to set.

You can't make cement. If you want to make concrete, you take 3 parts sand 2 parts stone and 1 part cement, mix them together with some water, start with a little then add more. It should be completley damp through but not very runny before you use it.
