No, the Lime will actually poison the land; too much calcium will result in a very high pH. There are different grades of sand. Play sand is very fine and will provide a smoother surface.

Lime will cause your liner to become brittle and crack in a relatively short time. I recommend vermiculite.
You need to use sand and a lot of it. Not just an inch. The grund needs to be very soft to prevent leaks
