How to properly dispose of a fire extinguisher?

My mom accidentally opened it now the gauge says its EMPTY.Someone told me it can be refilled at a fire station?Can it be?If not, can I dispose of it at the fire station?Thanks:-)

It is more likely that if the strut isn't leaking, but they say it is bad, that the link broke, and caused the strut to weaken. Those Ford stabilizer links are bad for breaking, and so are the coil springs, depending on the year.
