I'm not sure why polyester and spandex would be dry clean only, it's actually easy to hand wash at home. Both fibers are washable and there doesn't appear to be any elaborate interfacings, linings or embellishments. Hand wash in cold water with a liquid detergent. Swish around in the water for a while and then let sit in the water. Rinse with cold water twice in the final rinse use a bit of fabric softener. Squeeze out the excess water , don't wring it, just squeeze, and then lay flat to dry. Press out any creases with a warm iron and use a press cloth between the iron and the pants. a press cloth can be any scrap of cotton fabric, like an old bed sheet or pillowcase. If you have a washing machine with a hand wash cycle, you probably could use that for washing the pants. just be gentle and they should be fine.
