The earth makes permenant magnents out of load stone with its natural mag feild. Humans make strong permenant magnets by producing a strong field with electricity. You may be wondering which came first the generator or the magnent, it was give/take and remember the generator isnt the only source of electricity. (lightining, chemistry eg electrochem). Or are you just wondering about magnent production in general, certain properties of materials like iron make it good at producing a net magnetic feild what you have to do is heat it up so the atoms can move around a bit (liquid) and then line up the atoms(apply strong feild lines all going in the same dir) then cool it down befor everything mixes up.
