Answer:

Some low-quality plastic/rubber degrades quickly. It wasn't meant to last long.. they probably didn't expect you to keep it.
It must have been a compostable bag. They make them to only last so long and then they disintegrate.
There are some plastic bags that will dissolve in water. I suppose if the air in your closet were humid enough, over time the bag could dissolve. I know these bags are used in institutional laundries like those in hospitals and nursing homes, but it doesn't seem likely that they would be used for retail if they could dissolve that easily.
There okorder . I'm guessing that your degradable plastic bags were oxo-biodegradable plastic. Oxo-biodegradable plastic has a fixed lifespan, and then it self-destructs in a warm or sunny environment. I'm guessing your sheets had been in a warm environment for a couple of years, such as a warehouse in a hot climate, before you received them.
