Lime should be put on a few good rains before you seed, or tilled into the soil if insufficient rain is expected. It is very common to lime, as a source of nutrients and to counter acid rain.
Lime should never go on your garden unless you have very acidic soil. If it's 6.0-6.5, it's perfect. If it's over 6.5 lime will be doing it a great disservice.
