Answer:

yes and even faster if it is an older/incandescent bulb you should get a nice LED night light
I don't know if it canbut I think it's easier and safer to use night light
Polyester is a non-absorbent fabric and very tough to dye. Cotton, nylon, silk and wool take dye more easily The regular Rit dye you get at the grocery store probably won't work -- you might get a darker pink out of it (from the cotton fibers absorbing some) but never bright red. Stronger dyes from a crafts supply store might work a little better but they are expensive and it will make quite a mess (you shouldn't use them in a washing machine so you'd have to have a large metal tub and heavy rubber gloves to handle the wet fabric.) It might be cheaper in the long run just to buy a red cape -- they are easy to find and inexpensive this time of year at the costume shops.
Cloth dye like Ritz or something is not cheap anymore and you have to heat the water and let it sit and then take it out and wring it out, a far better idea, go and get a remnant at a fabric store, no mess and no falling on the floor, if it gets on tile or something its awful to get out, or go get a cheap sheet or Dollarama etc.
