Does water remove carcinogens from burning tinfoil or PVC?

I plan on making a PVC bong that mine friend uses, but for the bowl part he uses tinfoilAlthough the point of a bong water is to take carcinogens out smoking by pulling the smoke through the water, so if I make a a tinfoil bowl pack, will the water remove the carcinogens from the foil?
