That‘s a lot of gas to dispose of. I have no idea what to do with it.
I find it strange that a car won't run just because you added an additive. Once I put 10 gallons of diesel in it by mistake and the car (that's a gas car) run just the same. I filled up the tank with gas and took it for a long drive till I burned it all out, occasionally filling tank back up with fresh gas. It smoked a lot but in the end it cleared up :) I would cut your gas with fresh gas and use it up little by little.
Stop by a shop and ask them why it did that, or better yet call the manufacturer, that small bottle should not be able to dilute it to that point. I think you have something else wrong with the carwhat was going on that made you think you needed to add it in the first place. Your, fuel filter could be clogged, injector clogged, fuel line clogged, and a host of lots of other things can make a car not run. If you really need to drain the tank, call a lawn mower shop and ask if they want the gas, that way you dont have to pay to dispose of it at a legal place, that would be expensive. I dont think theres anything wrong with the gas.
Instead of worrying about where to dispose of the gas, you will be better advised to find out why the car will not run, as it's very unlikely the additive is the cause. There is another problem here other than contaminated gasoline, and it will no tgo away by just draining the tank. Fuel pump, fuel filter, plugged fuel injectors, a sudden ignition problem, many things could have happened near the same time as the additive being installed.
Make sure bleader valve is at top dear center. If there is any part of the cylinder above the bleeder it will trap air.
