GuessOr buy a weather balloon (various large sizes). Or use latex gloves or vinyl gloves (surgical, etc), though condoms would probably give as large a flat surface area. Or use various kinds of very thin plastic. Rubber isn't easy to sew though. You'd probably need to make holes first, then lace the parts together, or perhaps a glue like E6000 would work?
Depends on how high the sensitivity is on your fire alarm, and how much you blaze from the hookah. But generally, I think you should be fine. I know people that chain smoke and they never set theirs off.
