The bulk abundance of a given element is not enough to call a place a mining prospect. The element in question must also be found in a convenient concentration locally and in metallurgicaly convenient minerals. Nobody is thinking of mining a whole planet, but economically valuable parts of it. As an example, aluminum is found abundantly in the Earth but not all aluminum bearing rocks are used to extract aluminum.
