Wadding is made from a synthetic material such as Dacron - the trademark name of a synthetic polyester textile fiber. The function of the wadding is to prevent the cotton pieces from pressing against one another, i.e. to aerate and dry the diaper faster. You can also use old, well-worn terry towels or old gauze or flannel diapers as wadding material in the interior of the cloth diaper you are making.
Wadding is absorbant padding- I reccomend recycled wool sweaters or blankets for diaper wadding, and also absortbant pads baby's sleeping area.
