in-floor radiant heat- what is this black paper? Can I still install?

I am designing an in-floor radiant heat system while I remodel my basement The floor joists are now exposed and I was going to add PEX pipe and aluminum heat transfer plates under the subfloorHowever, as I have now exposed the subfloor I see that there is a black paper between the subfloor and the hardwood floors of the first floorThe paper looks just like black construction paperI am worried it is asphalt felt paperIf so, should I scrap the whole project? How do I know what it is?PS- I also see many nail heads that poke through the subfloor- should I just cut them off?Thanks!

the paper is a vapor barrierleave the paper unless you plan on taking up the hardwoodi wouldnt do thatas for the nail headsthese are the nails from your hardwood flooringi would use a 4in grinder to do this.
