Yes you can. Pex is a good idea ,although sometimes there is no room to use the crimping tool.If you buy the tool it runs about $100. You might be able to rent it for much less.
Call your local authorities. Keep in mind there isn't much they do if they did not see it themselves, but at least you can make sure there is a file, and a closer watch on this horrible person. I'm like you I would want to damage them, but I don't think you want to be in jail either. Call both police, and SPCA and shelters. If nothing is done, write a letter to your local news paper, or TV stations. Get some exposure for this crime.
