NO! It's COMPLETELY DIFFERENT!! Also I don't even think plastic cement will even bind to paper at all. And it DEFEINITELY will NOT work to make a memo pad. What you need is to head out to the store like CVS or Walmart, with $5 in your pocket, and pick up some rubber cement. Good luck!
