On the contrary, consider this: If I shot a high-powered sniper rifle round straight down into water, the bullet would be destroyed before it made it 3 feet underwater The point is, we've got stronger, cheaper, and lighter materials (like Kevlar) than metalsI assure you, if metals were good bulletproofing, the U.SMilitary would use itIf I may ask, why would you need to know how to make cheap bulletproofing out of common, everyday materials? 30 feet seems about as close-quarters as an average shootout in a city would get.
