Is it safe to use a 40' ladder supported by 6' scaffolding?

I work for a construction job in the NW, and we are having a hard time reaching a specific location. A 40' ladder gets us about 4' short of where we need to be. We do own 6' scaffolding, but is it legal to put the 40' ladder on top to get us that extra distance? The ground is level, but we don't want to break any laws. We will be working around several other quot;subsquot; so it would be likely that somebody would call and inform OSHA if it is illegal.

Answer:

Generally No putting any other device (ladders) on scaffolding is against the OSHA regs (unless it is LARGE Area (defined in interpretation) and specific guidelines are met), and more than likely the Manufacturers policy (Highlight). You also have to think about fall hazards. If I was in charge of Safety on the site I would say NO, rent a JLG or more scaffolding. One section of scaffolding is NOT large area.
