It is possible , they trace the signal the mobile phone sends to whatever satellite or coverage tower. This might get a little confusing as a mobile phone recieves signal from the tower , but it still has to send a small signal as a request for that coverage pretty much just like when you click a link on a website. When the mobile's off it can only be traced through the passive energy wave released from the battery , which wouldn't be exactly tracing the particular phone but any mobile phone compatible batteries within a certain area
