Is the flow meter the same as the intelligent water meter?

Generally speaking, the flowmeter includes the water meter. The intelligent water meter that you call is estimated to be the intelligent electromagnetic flowmeter, but the intelligent electromagnetic flowmeter can not only measure water, it can measure all conductive liquids.
Conductive liquid (tap water because of containing conductive ions in water, so electromagnetic flow) can flow through the magnetic field, cutting the magnetic lines, and generating induction potential.
Intelligent water meter, in engineering, is called intelligent electromagnetic flowmeter! The principle of electromagnetic flowmeter is Faraday's law of electromagnetic induction.
