Is the staircase closed in the first floor?
5.3.5 The following indoor shelters for public buildings should be enclosed by closed staircases (including the first floor to extend the closed staircase) or to evacuate the stairs:
1 hospital, nursing home ward;
2 hotels;
3 more than 2 storey shops and other staff-intensive public buildings;
4 set up a song and dance entertainment show entertainment venues and the building layer more than 2 layers of the building;
5 more than 5 other public buildings.
5.3.13 The safe evacuation distance of civil buildings shall meet the following requirements:

Closed stairs only conceptually speaking: separated by building components, to prevent smoke and heat into the staircase.
