Exactly the same, there is regulation by regulating the pulse through the pulse width regulator.
The switching power supply output is regulated (stable, does not vary with the input voltage), and the switching power supply output is not necessarily regulated.
24-volt switching power supply and 24-volt switching power supply is the same.
