This is an area just 100 ft away from a strategic dam built by the soviets. It is known that this dam was protected by nukes 40 yeas ago.

No. The horse shoe looking things are just sandbag emplacements for defense. No idea what the white circle is. Maybe an AAA gun site... One thing I don't understand with your info is how a nuke is supposed to protect a dam? A nuke is not a defensive weapon like AAA or a SAM site would be. A nuke deployed to defend the dam would destroy the dam as well. Not to mention that an ICBM (the kind stored in silos) are meant to be used to strike across continents, not anywhere near where it's located. Smaller, shorter range nuclear weapons would be on mobile launchers or launched via aircraft/sea going vessel. But still, a nuke would not be an ideal choice to use as a defensive weapon like what you're describing.
That's a white circle. The horseshoe shapes around it do look like something the military would use to protect it.
