I need to bend copper pipe (1cm diameter) and quite accurately, is there a way I can do this without the proper tools required for this kind of job.
filling with sand with work only if it's soft copper if it's hard you 'll have to warm up the pipe using a plumber torch let it cool down and bend it
Yes, fill the pipe with sand, then curl to any shape you want. The sand prevents kinking. You will not have a perfect form. Use the tools if it has to be perfect.
The proper tool is like $4.00 at Ace Hardware.
