No. Light is energy, and you can't get energy out without a supply of energy, either chemical or electrical. Not sure what you mean by glowing lights, don't all lights glow? but perhaps you mean the chemical lights?
Glowing lights are using energy, just not electricity. They are utilizing chemical energy, and once it runs out, so do they (i.e. glowsticks) Light is a form of energy, and you cannot create energy. (1st law of thermo) In short, no. You cannot have light without energy.
